The Federal Executive Council (FEC) has approved the One Humanitarian One Poverty Response System (OHOPRS), a national framework designed to integrate humanitarian assistance, social protection and poverty reduction programmes under a coordinated system.
The framework, presented to the Council by the Minister of Humanitarian Affairs and Poverty Reduction, Dr Bernard M. Doro, is intended to improve the delivery of support to vulnerable Nigerians and establish a structured pathway from emergency relief to economic recovery and self-reliance.
OHOPRS is a key component of President Bola Ahmed Tinubu’s Renewed Hope Agenda, through which the Federal Government seeks to lift millions of Nigerians out of poverty.
For years, humanitarian assistance and poverty reduction initiatives have operated separately across government agencies, development partners and humanitarian organisations, resulting in duplicated interventions, gaps in coverage and limited coordination.
Under the new framework, household needs will form the basis for planning, delivering and measuring interventions, with the aim of ensuring that vulnerable families receive coordinated support that addresses both immediate needs and long-term economic challenges.
For instance, households displaced by conflict will continue to receive emergency assistance, including food, shelter and healthcare, while also being connected to social protection programmes, education, skills acquisition and livelihood opportunities.
The approach is expected to help beneficiaries move beyond emergency relief towards sustainable recovery and economic independence.
Doro said the approval marked an important step towards integrating humanitarian response and poverty reduction into the Federal Government’s institutional framework.
He noted that the initiative was designed to address the longstanding fragmentation in the delivery of assistance to vulnerable populations.
“For too long, humanitarian assistance, social protection and poverty reduction have operated as separate interventions. OHOPRS brings them together, so that vulnerable Nigerians are not simply assisted during emergencies but supported along a structured pathway towards recovery, resilience and economic independence,” the minister said.
According to him, the success of the initiative will depend on how effectively interventions are coordinated to deliver measurable improvements in the lives of Nigerians, rather than the number of programmes implemented.
He added that the FEC approval moves OHOPRS from a nationally adopted framework into the formal architecture of the Federal Government.
The framework was developed with technical contributions from development partners and other stakeholders during a workshop held at the United Nations House in Abuja in March 2026.
It was subsequently unveiled on August 26, 2026, by the First Lady, Senator Oluremi Tinubu, alongside the minister at the Banquet Hall of the State House, Abuja.
Following the Council’s approval, the Ministry of Humanitarian Affairs and Poverty Reduction is expected to collaborate with relevant government institutions, state and local authorities, development partners and other stakeholders to implement the framework.
The initiative is expected to strengthen coordination among humanitarian and social protection agencies, improve the targeting of vulnerable households and establish clearer pathways for beneficiaries to transition from emergency assistance to sustainable livelihoods.
