The Nigeria Revenue Service (NRS) will take over the collection of mineral royalties from mining operators nationwide, while the Ministry of Solid Minerals Development maintains technical and regulatory oversight.
The move follows a meeting on April 2 between Minister Dele Alake and NRS Chairman Zacch Adedeji, and is anchored on the Nigeria Tax Laws 2025, signed by President Bola Tinubu. The new system takes effect January 1, 2026.
A joint statement said both institutions will run a nationwide awareness programme to guide operators on royalty filing and payments and will introduce a modern digital royalty administration platform. Regular technical sessions will ensure smooth implementation.

Mining operators are encouraged to comply fully with the new framework, which the ministry and NRS said will be implemented transparently to support the growth of Nigeria’s solid minerals sector.
